| Competition Committee The UEIL Congress and the UEIL General Assembly, which took place on 27-28 October in Dubrovnik, gave us the opportunity to present all the work done by the Competition Committee in 2010-2011. UEIL leaflet Following the adoption of the new Block Exemption Regulation, the Competition Committee finalized a leaflet about the legal framework concerning the purchase and use of lubricants within the European Union. | Technical Committee Since the last Newsletter the Technical and Competition Committees have jointly released 5 OEM Bulletins which concern:

| Taxation Task Force On the fiscal front, there are three issues UEIL is closely following; the review of the Energy Taxation Directive (1), the possible control of movement under EMCS of lubricant additives (2) and the possible control of movement under EMCS of base oils (and possibly metal working compounds) (3). (1) Currently the EU is discussing a new legislative framework for the taxation of energy products and electricity, which affects the lubricants because they are considered energy products. GEIR The European Waste Oils Regeneration Industry (GEIR) engages on end-of-waste discussion for waste-derived fuels As part of the Waste Framework Directive implementation, the European Commission’s Joint Research Center is entrusted with responsibility to develop end-of-waste criteria for the different waste streams. The objective of end-of-waste criteria is to remove the administrative burdens of waste legislation for safe and high-quality waste materials, thereby facilitating recycling.
